City Park vehicle access policy

Background

City Park has been operating and managed by Bradford Council since March 2012 and is subject to an Off Street Parking Places order. The order states that access will be granted by permission for vehicles for legitimate operational purposes only and gaining access to City Park without permission could result in the issue of a penalty charge notice (PCN).

Policy statement

This policy aims to restrict vehicle access to City Park to between the hours of 6am and 10.30am (all vehicles must be out by 11am) for maintenance, deliveries and contractor vehicles. Loading must be an observable continuous process. Any vehicle left unattended for more than 15 minutes will be issued with a PCN.

Control of access

General vehicle access is off Hall Ings and through the automated rise and fall bollards set between the Magistrates Court and City Hall. The bollards are controlled by the CCTV control room.

Safety

The park is a pedestrian priority area. Once in the park area hazard lights should be used and speed limited to 5 mph. This should be relayed on application.

Acceptable access times

Delivery vehicle access will only be permitted between 6am and 10.30am and all vehicles must have vacated City Park by 11am. For emergency deliveries outside of these hours, the nearest loading bays are available on Norfolk Gardens.

No convenience parking

There will be strictly no convenience parking for private or commercial vehicles or for any staff working on a permanent or temporary basis in any part of City Hall or Magistrates Court, except for the Lord Mayor.

Special events

If specific access is required at other times (for example, access for special events), then permission must be sought 48 hours in advance. For security purposes full vehicle information should be provided including registration plate details.

For very large events, such as Bradford Festival or Bradford Literature Festival, here high volume vehicle access is necessary for event builds and de-rigging, vehicle entry through the bollards must be supported by SIA Security verifying details before entry onto City Park to support the CCTV Control Room.

Weddings

There are regular weddings taking place in the Register Office within City Hall and occasional larger scale weddings taking place elsewhere in City Hall. All weddings are limited to one car being allowed access through the bollards to park, which must be booked in via the Register Office at least 14 days in advance of the wedding. All other cars can drop off and pick up outside of the bollards but must be removed to a nearby car park, with the NCP on Hall Ings and Jacob's Well being the nearest.

Civic Affairs

Lord Mayor Officers chauffeuring the Lord Mayor of Bradford have 24 hour vehicle access inclusive of convenience parking.

Confirmation of permission

For security reasons, drivers of vehicles should be able to quote the details of their vehicle and registration number when requested by the CCTV operators.

Enforcement

City Park is patrolled by the City Centre Wardens whose remit includes the issue of Penalty Charge Notices (PCN) for illegal parking.

Variations to protocol

On occasions where short notice vehicle access is required, such as radio or television broadcasting, these requests can be authorised at the discretion of the City Hall Facilities Manager who will inform the CCTV Control Room.

Emergency services

Emergency services, fire, ambulance and police are allowed 24/7 authorised access.
