Housing Delivery Test Action Plan

The Housing Delivery Test (HDT) is an annual measurement of housing delivery which was introduced by the Ministry of Housing, Communities and Local Government (MHCLG) in 2018.

The HDT measures the numbers of homes built in a Local Authority area over the previous three years and compares this with local housing requirements. It determines whether the Local Authority will be required to produce an Action Plan which should set out how the Council will be tackling under delivery in the coming years. An Action Plan is required when delivery drops to below 95% and determines the appropriate buffer which will need to be applied to the five year housing land supply.

MHCLG published the first HDT results on 19 February 2019 which resulted in a score for Bradford of 76%. The results published in February 2020 showed an improvement in the number of homes built to 94% of the requirement but the one published on 19 January 2021 indicated that delivery had again fallen to 90%. To date an Action Plan has been required for each year since 2019. The latest results published in January 2022 gave a result of 74% for the period 2018/19 to 2020/21 meaning that a further Action Plan is required.
