West Bradford Junctions Improvement Scheme

Bradford Council and West Yorkshire Combined Authority are planning improvements to three junctions in West Bradford on the A6177 Ring Road.

The upgrades are planned at the junctions of Great Horton Road and Horton Grange Road, Thornton Road and Cemetery Road, and Toller Lane and Whetley Hill.

Aims

Part of the Council’s broader highways strategy and funded through the West Yorkshire-plus Transport Fund, the works aim to reduce congestion and journey times, improve air quality and increase road safety.

The West Bradford Junctions Improvement Scheme will make the surrounding areas more attractive and easier for pedestrians and cyclists.

The scheme will support growth in jobs, businesses and housing developments in the immediate areas and wider district.

Challenges

Traffic congestion is a major problem on these junctions especially during morning and evening peaks. This reduces air quality and long journey times hamper the economic potential of the area and district.

Congestion makes bus services unreliable which causes difficulties in connecting to local rail stations.

Road safety and pedestrian crossings are at the forefront of the proposed improvements.

Proposals

The proposals include improvements to:

Great Horton Road and Horton Grange Road

  • Constructing a new road between Horton Park Avenue and Cecil Avenue junction and All Saints Road and Dirkhill Road junction with give way junctions at each end.
  • Installing traffic lights at the Great Horton Road and Horton Park Avenue junction.
  • Adding an additional lane on Great Horton Road towards Bradford on the approach to Great Horton Road/Horton Grange Road junction.
  • Introducing a one way traffic lane southbound on All Saints Road, towards Turner Place.
  • Preventing right turns from Great Horton Road into All Saints Road.

Thornton Road and Cemetery Road

  • Providing a right turn lane on Thornton Road towards Cemetery Road.
  • Introducing two lanes on Thornton Road westbound towards the Cemetery Road junction.
  • Providing two lanes on Allerton Road to the Cemetery Road junction.
  • Introducing two lanes on Cemetery Road through to Allerton Road towards Bradford Girls Grammar.

Toller Lane and Whetley Hill

  • Providing two lanes on the A6177 on the approach to the junction.
  • Introducing dedicated left turn lanes from the A6177 to Toller Lane and Whetley Hill.
  • Providing two lanes in both directions on Toller Lane from the Carlisle Road junction to the dual carriageway.
  • Widening of the approaches to the A6177 on Toller Lane and Whetley Hill to provide a right turn lane.

Timings

The Great Horton Road and Horton Grange Road junction is the first scheme to be constructed, this scheme commenced on site in February 2023 and is scheduled to be completed in February 2024. The Thornton Road and Cemetery Road and Toller Lane and Whetley Hill junctions will follow, with construction planned to commence late 2023.

Funding

The anticipated cost of the work is £16m, although this is subject to approval by the West Yorkshire Combined Authority, who manage the Fund.

The West Yorkshire-plus Transport Fund is supported through the Leeds City Region Growth Deal – a £1 billion package of Government investment through the West Yorkshire Combined Authority and Leeds City Region Enterprise Partnership (LEP) to accelerate growth and create jobs across Leeds City Region.

There will also be funding through European Structural and Investment Funds (ESIF), subject to approval, investing in job creation and a sustainable and healthy European economy and environment.

Consultations

Update

Great Horton Road and Horton Grange Road

The construction works have now commenced on site (February 2023) and the scheme is planned to be completed in February 2024.

Land assembly and supporting formal legal orders were sought by means of a Compulsory Purchase Order (CPO), and this was confirmed on 25 January 2021 and brought into operation. Toller Lane and Whetley Hill

Land assembly and supporting formal legal orders were sought by means of a Compulsory Purchase Order (CPO), and this was confirmed on 16 July 2021 and brought into operation. Local consultation regarding highway issues, including advertising of proposed Traffic Regulation Orders necessary to ban traffic movements and restrict parking on various streets within the scheme area is planned to take place during Autumn 2023. All comments received will be reviewed by the design team and may result in modifications to the proposals. Any objections which cannot be resolved will be taken to the Executive for resolution.

Thornton Road and Cemetery Road

Land assembly and supporting formal legal orders were sought by means of a Compulsory Purchase Order (CPO), and this was confirmed on 5 August 2021 and brought into operation. Following the public engagement a local consultation will take place regarding highway issues, which will include proposed Traffic Regulation Orders necessary to ban traffic movements and restrict parking on various streets within the scheme area. It is anticipated that this consultation will take place during Summer 2023.
