Parking waiver permits
In some cases, the Council can allow vehicles to park in restricted areas if special permission is given.
You may be able to get a waiver permit if your vehicle is needed for work. Usually, tools and materials should be dropped off, and the vehicle should then be parked legally elsewhere. However, if your vehicle needs to stay nearby because it holds equipment or materials needed throughout the job, we may allow it to stay.
A Council officer might inspect your vehicle to check that it meets these conditions.
Types of work that may qualify for a waiver permit include:
- Building or construction work
- Window cleaning
- Scaffolding
- Special events
- Shop fitting or glazing
- Filming
How to apply:

- Apply at least 3 working days before you need the permit. We may accept shorter notice in special cases, but it’s not guaranteed.
- Once your application is approved, you’ll get an email asking for payment.
- After payment, your virtual permit will be issued.
Important rules:
- Permits are usually not allowed in areas with a loading ban, disabled bays, or places that are dangerous or block other road users.
- You must move your vehicle if asked by a Civil Enforcement Officer or the police.
- If your vehicle has unpaid parking fines, you may not get a permit.
- If you don’t follow the rules or use the permit incorrectly, you could get a parking fine and lose the permit.
