In accordance with prescribed planning regulations the Council has published the Bradford District Local Plan 2025-2043 Publication Draft with proposed submission and supporting documents for consultation. This is the formal publication stage before a Local Plan is submitted to the Secretary of State for independent examination.
The consultation period for submission of formal representations is six weeks: Monday, 19 October until 5pm on Monday, 30 November 2026.
What is the Regulation 19 consultation?
The Regulation 19 consultation is the final opportunity for representations to be made on the Local Plan before a decision is made by Full Council after consideration of consultation comments to submit for Examination by a Planning Inspector.
Unlike the previous Regulation 18 consultation which sought opinions about sites, policies and development across the district more generally, the Regulation 19 consultation is more focused and technical.
The role of the Regulation 19 consultation is to provide the opportunity for representations to be made on the ‘soundness’ and legal compliance of the plan.
How can I view the documents?
The easiest and most efficient way to access or view the Local Plan and supporting documents and maps is through the dedicated Consultation Portal. By using this service, you acknowledge and agree that artificial intelligence (AI) technologies may be used to process any data you submit.

What happens next?
After the consultation period has closed, the Council will undertake a twin-tracked work programme:
- A technical check and summarisation of representations prior to seeking approval from Full Council to submit the Local Plan and supporting evidence and other material to the Secretary of State for public examination.
- Completion of necessary detailed submission requirements in line with Inspectorate procedural guidelines.
Once submitted, the appointment of an independent Planning Inspector to examine the plan is likely to follow shortly thereafter.
The Planning Inspector(s) will set out further information about the Examination in Public, timetable and associated matters in conjunction with an appointed Programme Officer.
The Local Plan is scheduled to be submitted to the Secretary of State by 31 December 2026, with the examination and any consultation on modifications to be programmed through 2027.
It is anticipated that a Final Report will be received from the Planning Inspectorate before the end of 2027. The Plan would then be formally Adopted by the Council as the up-to-date Bradford District Local Plan and supersede the current portfolio of plan documents.
