Who can get a student discount?
You might not have to pay Council Tax if you are:
- A full-time college or university student
- A full-time postgraduate student
- A student aged 18 or 19 in full-time education
- Anyone aged over 18 for whom child benefit is payable (you will need to provide proof of child benefit being received)
- A student’s partner or dependent from another country (who is not a British Citizen) who:
- Can’t work or get benefits (you’ll need to show proof like a visa or ID card)
- An exchange student from the European Economic Area (EEA) – you’ll need to show proof of your course in England and your home country
What counts as a full-time student?
Your course must:
- Last at least one year
- Have at least 24 weeks of study each year
- Include 21+ hours of study or work each week
If you're under 20 and studying up to A-level or NVQ Level 3:
- Your course must last at least three months
- You must study at least 12 hours a week
Do I still have to pay Council Tax?
It depends on who lives in your home:
If everyone is a student, there is no Council Tax to pay
If some people are not students, you may have to pay some Council Tax. Your bill will tell you how much to pay

Fill in the online form:
You can’t apply using just an offer letter.
What happens after you apply?
We get lots of applications at the start of term, so please be aware that there may be a delay in dealing with your application and you should keep paying your Council Tax until you receive a revised bill – any overpayment will be refunded.
Keep paying your Council Tax until you get a new bill.
If you’ve paid too much, you’ll get a refund.
