Purpose of the Council Plan
The Council Plan is the council’s key strategic document setting out our aims for the next five years, how we contribute to the shared priorities agreed by partners in the District Strategy, what we will do to achieve them, and how we will measure progress and success.
The Plan incorporates the cross-cutting missions of tackling inequality through inclusive service delivery and reducing and alleviating poverty, as well as the Equality, Diversity and Inclusion (EDI) Plan 2026-30. This embeds equality, inclusion and cohesion across the Council’s priorities, workforce and services.
It will inform the allocation of resources, the Medium-Term Financial Strategy, and the plans and objectives of all Council services and staff. The Council Plan is the Council’s work plan and the principal document through which it is held to account for delivering on its priorities.
At the heart of the Plan are our values – Brilliant, Bold and Balanced; and our people - our customers, communities and workforce. A continued focus on these will drive the success of our organisation and the quality of the services we deliver to our residents, neighbourhoods and employers.
