How Bradford Council buys goods, services and works
Above threshold procurement
When contracts exceed certain financial thresholds, we follow full competitive procurement procedures:
Current thresholds (from 1 January 2025):
- Goods and Services: £207,720
- Works (construction): £5,193,000
- Light Touch Regime (health, social, education services): £663,540
For these higher-value contracts, we run formal tender processes with:
- Published notices visible nationally and internationally
- Detailed evaluation criteria including price, quality, and social value
- Structured timelines for suppliers to prepare bids
- Standstill periods before contract award
Below threshold procurement
For contracts below these amounts, we have more flexibility but still ensure:
- Value for money and fair competition
- Compliance with our internal procurement rules
- Transparency where appropriate
- Opportunities for local and SME suppliers
Even below-threshold purchases may be advertised to encourage competitive quotes and support our local economy.
