Overview

The Care Act 2014 means the Council has a duty of prevention and is required to take action to prevent, delay and/ or reduce the care and support needs for people. We want to encourage people and communities to be more proactive about their health and wellbeing, helping people to recover in times of illness, crisis or a change of circumstances. We want to help people to lead their happiest and most independent lives if they live with life-long conditions.

We have many different groups and communities in our district who will need a range of access, support and motivation that can be tailored for them. Promoting people’s independence is our vision – we want to keep people ‘happy, healthy and at home’ and this requires a focus on community led support.

To deliver our vision, we have developed different strands of provision to:

  1. Provide information and support people to have their voice heard
  2. Reduce loneliness and social isolation
  3. Support carers (please see the Carers page for more information)
  4. Reduce poverty

Instinctively we understand that investing in prevention will, in the long term, reduce the need for more costly interventions. There is widespread research that supports this particularly in the field of Public Health. Different studies show that for every £1 invested in Public Health initiatives an average of between £4 to £14 will subsequently be returned to the wider health and social care economy. If the lowest multiplier of 4.1 was to be applied to the Bradford district Adult Social Care Commissioning spend on prevention, then the budget of £3,978,408 for 2023 -2024 would have the impact of a budget of over £16.3m. Using a multiplier of 14 would have the impact of a budget of over £55.6m.

Current situation

We have a wide range of different grants and contracts that form our Early Help and Prevention offer grouped around the following themes:

Our aim with this provision is to support people to live independently by ensuring they contribute to one or more of the five ways to wellbeing:

  • Connect with people
  • Be physically active
  • Learn new skills
  • Give to others
  • Able to live in the moment

Future demand

The Council is committed to ensuring Early Help and Prevention is part of the overall offer to people we support.

We have areas of high deprivation within our communities, with Bradford district the 13th most deprived in England and 2nd most deprived in the Yorkshire & Humber region. It is ranked 5th most income deprived and 6th most employment deprived local authority in England, with 19.8% of the District's households are in fuel poverty.

We would welcome approaches from organisations who are able to source funding to meet our overall objectives and are able to bring innovation and creative solutions to the challenges we face.

Commissioning intentions

There is a review underway to look at all feedback mechanisms across the Health & Social Care system and this will take into consideration the following services:

  • Coproduction Partnership
  • Voice Advocates
  • User Led Feedback
  • Healthwatch

Currently services are commissioned by 2 main routes: grant finding or procurement. We aim to ensure that processes are proportionate and as easy to follow as possible. Grants are usually funded on a 1-2 year basis, with contracts being funded for 3+ years. These opportunities are advertised on Yortender and published annually.
