Nationally Significant Infrastructure Project (NSIP)
at Calderdale Energy Park, by Calderdale Wind Farm Ltd
Statement by Bradford Council on Statutory Consultation: Wednesday 08 April until Wednesday 10 June 2026.
The Calderdale Energy Park proposal is being brought forward by Calderdale Wind Farm Ltd as a Nationally Significant Infrastructure Project (NSIP) under the Planning Act 2008. The proposal can be viewed on Calderdale Energy Park website NSIP applications are examined by the Planning Inspectorate, an independent national body. After the examination, the Planning Inspectorate makes a recommendation to the Secretary of State for Energy Security and Net Zero, who is responsible for the final decision on whether the project is approved or refused.
Local planning authorities, including Bradford and Calderdale Council, do not determine NSIP applications.
The project is presently at the pre application stage. At this stage, the developer must carry out its own statutory consultation before it can submit an application to the Planning Inspectorate. This includes publishing a Statement of Community Consultation (SoCC) and a Preliminary Environmental Information Report (PEIR).
The Council does not run this consultation and cannot change its timing, extend it, or require the developer to publish additional information.
- At this stage, the Council can:
Provide comments to the developer on the adequacy of its proposed consultation arrangements. - Review and respond to the PEIR, raising technical or environmental issues.
- Prepare, at the appropriate time, an Adequacy of Consultation Representation (AoCR). This is a factual report to the Planning Inspectorate on whether the developer has met its legal consultation duties.
The AoCR must focus on whether the developer has met its legal consultation duties. It is not a document where the Council can include individual comments or concerns raised by residents.
We understand that residents may have strong views about the proposals, and we encourage all members of the community to take part in the developer’s consultation and make their views known directly to them, including any concerns about timing, information provided, or engagement methods, should be submitted directly to the developer as part of the statutory consultation. Comments can be made on the Developers website www.calderdaleenergypark.co.uk under the ‘Have your say’ section. These responses form part of the developer’s Consultation Report, which the Planning Inspectorate will examine in detail if the application is submitted.
The Council will continue to engage with the process in line with its statutory duties.
