Social value financial contributions process partnering with GiveBradford

GiveBradford is an independent grant maker, uniting communities to build a fairer Bradford for

Bradford Council has chosen to work with GiveBradford so that financial donations are managed
independently from the Council. GiveBradford also bring many additional benefits through:

  • drawing in match funding;
  • investing and growing the donations;
  • an established financial and administration framework;
  • ensuring donations are spent for maximum impact for the District;
  • developing relationships with donors to embed them more fully in the Bradford District;
  • and as an organisation are staffed by a local workforce which in turn provides local employment with a local knowledge base.

In order to provide these additional benefits GiveBradford charge a 15% management contribution from the social value fund, which is in turn offset by the above benefits.

The Social Value funds

1. General / Themed Social Value Fund

This is a general social value fund which takes contributions from multiple suppliers over a period of time. The individual sums of money are likely to be smaller, and their spend need not be aligned directly with the location or nature of the contracts themselves.

2. Contract Specific Locality Funds

These are likely to be for some of our largest contracts where the contributions are significant enough to warrant being applied directly to the people and area being impacted by the activities of the contract.

Management Process

Part 1: receiving contributions

  • Contract manager includes financial contribution as a social value requirement in their tender.
  • Winning supplier makes commitment to meeting the requirement, with detail outlined in contract.
  • Contract manager contacts GiveBradford to notify of the forthcoming contribution, along with the supplier’s contact and bank details, and agreed timing for invoicing (may be at outset of contract, or for example by end of year one).
  • GiveBradford invoice the supplier directly, and use this as an opportunity to explore relationships further. Note: as agreed with the Council’s legal team, no money goes through Bradford Council.
  • GiveBradford to confirm to the Council’s contract manager that the contribution has been received.
  • Bradford Council social value team to provide reports on contributions made as required but at least annually as part of its overall social value reporting.

Part 2: managing and spending contributions

General / Themed Social Value Fund

  • The priority themes for the next year’s contributions would be based on the needs identified in the District Strategy and Council Plan. However further refinement can come from the Building Bradford’s Supply Chain (BBSC) Board (which includes the Leader of the Council).
  • A funding decision panel is established – membership should include GiveBradford, Council’s
    social value lead, VCSE representative, nominated member of the BBSC Board, elected member (as nominated by the Leader of the Council).
  • Should the fund be at least £50k a formal grant application would be set up with community
    organisations who meet the agreed priority areas invited to bid. Clear criteria would be drawn up for organisations to meet to be eligible for the funding. Connections would then be made between recipients and the contributing suppliers.
  • Should the fund remain at a very low level, then a set of criteria would be drawn up and specific community organisations targeted for a small grant. Alternatively, the fund could be used to bolster one of the Locality Funds (see below).

Contract Specific Locality Fund

  • Separate funds would be set up for larger scale longer term contracts.
  • Process would be designed to meet the specific needs of that contract/locality need.
  • It would be expected that this fund would be a closed grant making process to ensure the specific area benefits and activity is aligned to place.
  • A funding decision panel would be established – membership would include GiveBradford,
    Council’s social value lead, VCSE representative (likely Participate Projects), elected member (as nominated by the Leader of the Council), primary supplier representative.

GiveBradford is the brand name for the grant-giving work in Bradford carried out by both Bradford District Community Foundation, as well as Leeds Community Foundation, however for legal purposes, the Social Value Fund will be held and administered by Bradford District Community Foundation (charity registration number 1131588).
