Terms and conditions for waiver permits and parking dispensation
The Traffic Regulation Orders contain authorisation for the Council to allow special dispensation for vehicles to park on restrictions in certain circumstances.
Consideration will be given to the issue of a waiver permit for vehicles which are being used to carry out work, however in general, tools or materials should be unloaded at the relevant premises and the vehicle should then be parked legally elsewhere.
In circumstances where a works vehicle is carrying equipment or materials which may be required throughout the planned works then consideration for a dispensation will be given.
Please note that a council officer may need to inspect the vehicle to confirm the above conditions apply.
Specific work areas where a dispensation may be allowed are:
- building works
- window cleaners
- scaffolding
- special events
- shop fitting or glazing
- filming
We need a minimum of 3 working days’ notice before the required dispensation date to process the application. Less notice may be accepted in certain circumstances subject to management approval but cannot be guaranteed.
Once a waiver permit is applied for online it will be checked and authorised.

Once the application is authorised you will receive an email requesting payment.
When the payment has been made your virtual permit will be issued.
Dispensations will not usually be allowed in areas where a loading ban is in place, in a disabled bay or areas that are hazardous or obstruct other road users.
Vehicles must be moved if instructed by a Civil Enforcement Officer (CEO) or the police.
Dispensations may not be issued to vehicles that have unpaid Penalty Charges issued to it.
If a dispensation is not used in accordance with the above terms and conditions or the stated dispensation reasons are not observed a Penalty Charge Notice may be issued and the parking dispensation may be cancelled.
