West Yorkshire Local Transport Plan

What is the Local Transport Plan?

The Local Transport Plan is a 5-Year strategy for the development of local, integrated transport. The Plan is also a bid for government funding for transport improvements. In West Yorkshire a joint Plan has been prepared by the Passenger Transport Authority and Bradford, Calderdale, Kirklees, Leeds and Wakefield District Councils.

The LTP is the main source of capital funding for transport improvements across West Yorkshire. LTPs have replaced the Transport Policies and Programme (TPP) system for securing government funding which previously involved authorities bidding on an annual basis for capital resources.

The main differences between the Local Transport Plan and previous methods are:

  • greater integration of transport and land use planning
  • the establishment of integrated transport strategies covering a 5-year period in partnership with local communities
  • a single bid covering all highway and public transport works, which includes safety, structures and maintenance schemes

The West Yorkshire Local Transport Plan for 2001 to 2006 builds upon the provisional Plan produced last year and takes account of Government guidance and extensive public consultation undertaken over the past year.
