Bradford Council is currently producing a new development plan for the District, this is known as the Local Development Framework (LDF) and it will over time replace the existing Replacement Unitary Development Plan (UDP). The LDF is made up of a number of individual documents that set out the councils’ policies for development and use of land.
The LDF will guide future growth and development for housing, employment, leisure and retail for the next 10-20 years. It will also identify areas of restraint, protection for their environmental or heritage value. It will affect everyone who lives works and visits the district.
There are a number of different documents which will make up the LDF. The information below provides a brief explanation of all the documents:
Regional Spatial Strategy (RSS) – provides a regional strategy for the development and use of land to 2016. The emerging new RSS (prepared by the Regional Assembly for Yorkshire and the Humber) provides a spatial planning framework for the Region to 2026 (including how many houses should be built in Bradford) and will inform the LDF.
Local Development Framework (LDF) – a collection of statutory planning policy documents that will provide a framework for advising the particular community’s economic, social and environmental aims, usually comprising a portfolio of development documents including a core strategy, proposals, and a series of Action Plans and supplementary planning documents. It will eventually replace the RUDP for Bradford.
Local Development Document (LDD) – are individual documents that make up the Local Development Framework. They comprise of Development plan Documents, Supplementary Planning Documents and the Statement of Community Involvement.
Development Plan Document (DPD) – local development documents are part of the LDF. They include the Core Strategy, Site Allocations, Area Action Plans and a Proposals Map.
Core Strategy – a development plan document that provides the strategic planning framework for the District. It sets out the long-term spatial vision for the District, and the strategic objectives and policies to deliver the vision. The strategy contains core policies, a monitoring and an implementation framework.
Site Allocations - identifies sites and related policies for a specific type of use i.e. housing or employment.
Proposals Map - Ordnance survey map base showing site specific allocations and designations.
Area Action Plan (AAP) – a local development document (LDD) in the Local Development Framework focused on a specific location or an area subject to conservation or major regeneration in line with policies in the Core Strategy.
Supplementary Planning Document (SPD) – documents part of the LDF, which provide supplementary guidance to policies and proposals contained in Development Plan Documents.
Sustainability Appraisal (SA) – the process of evaluating the environmental. social and economic effects of a policy, plan or programme.
Annual Monitoring Report (AMR) – a report that the Council is required to prepare as part of the Local development Framework. The report will annually assess the extent to which policies in the local Development Documents are being achieved.
Local Development Scheme (LDS) – a document that sets out a Local Planning Authority’s annual work programme for preparing documents to be included in the LDF.
Statement of Community Involvement (SCI) – This sets out the standards that the Council intends to achieve in involving the community and stakeholders in the preparation, alteration and review of all Local Development documents and development control decisions.
