Introduction to Local Development Framework for Bradford

The Planning and Compulsory Purchase Act reformed the English planning system in September 2004. Unitary Development Plans (UDPs) and Supplementary Planning Guidance (SPGs) will be replaced by a range of documents that will form the Bradford District Local Development Framework (LDF).

The LDF will be made up of different types of planning document known as Local Development Documents (LDDs) which will include:- Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs), and will set out the guidelines for spatial development in the Bradford District in conformity with the Regional Spatial Strategy. The LDF must also seek to implement the spatial aspects of the Community Strategy prepared by Bradford Vision.

The LDF Group produces a quarterly newsletter to update you on the progress of the Local Development Framework, to inform you of any consultations you might want to get involved with, and any other Planning news relevant to the District.

Issue 2 (April 08) features an update on the Further Issues and Options Consultation recently undertaken and news of the forthcoming Statement of Community Involvement (SCI). The next issue will be online in July.

The following leaflets produced by the City of Bradford Metropolitan District Council aim to provide a guide to the LDF process:-

The timetable for producing the documents is set out in the Local Development Scheme (LDS), which sets out the details for producing, monitoring and reviewing Local Development Documents.

The Statement of Community Involvement (SCI) sets out how the Council will involve the local community and stakeholders in the preparation and review of Local Development Documents.

Local Development Documents (LDD)

The following LDDs will make up the Local Development Framework for Bradford:

Local Development Scheme (LDS)

The Local Development Scheme will provide a list of what LDDs are to be included in the LDF and a timetable for their production. The LDS timetable also tells you when you can get involved in shaping emerging documents.

Statement of Community Involvement (SCI)

The Statement of Community Involvement will set out how the local community and other stakeholders can get involved in the preparation of LDDs and in the consideration of planning applications.

Development Plan Documents (DPDs)

These documents will include the following elements:

  • A Core Strategy, setting out the long term vision for the area and the strategic policies required to deliver that vision
  • Land Allocations for a variety of uses (such as housing and employment), including policies relating to the delivery of specific allocations
  • Proposals Map, illustrating the geographical extent of the policies
  • Bradford City Centre Area Action Plan and Shipley and Canal Road Corridor Area Action Plan for key areas of change.
  • Bradford Waste Management, setting out the spatial strategy for addressing waste within the District

Supplementary Planning Documents (SPDs)

These documents may cover a range of issues, both theme based and site specific, which provide further detail to policies within a DPD. The following SPDs are to be produced by the City of Bradford MDC:-

  • Sustainable Design Guide
  • Bradford City Centre Design Guide
  • Open Space and Built Recreational Facilities
  • Landscape Character Assessment
  • Affordable Housing
  • Planning Obligations
  • Bradford City Centre Affordable Housing
  • Planning for Crime Prevention
  • Shop Front Design
  • Menston Housing Sites
  • Tree Protection

All of the documents mentioned above must take into account a number of important and overarching issues. These include the environment, sustainability, equality and the needs and aspirations of the local community.

An integral part of preparing the Local Development Framework is the Sustainability Appraisal (SA) process. The aim of the process is to assess the overall environmental, economic and social impact of the objectives and policies of the plans produced. The Appraisal should ensure that the Core Strategy, and in time other parts of the Local Development Framework, contribute towards achieving sustainable development.

Examination and Monitoring

The SCI and DPDs will be examined by independent planning inspectors from the Government. Everyone will have an opportunity to comment on the draft documents.

The Council will also produce an Annual Monitoring Report (AMR) to monitor the progress made on preparing the LDDs.

Transition from the Adopted Bradford Replacement Unitary Development Plan to the Local Development Framework

The Bradford Replacement Unitary Development Plan (RUDP) was adopted in October 2005, policies and proposals will be ‘saved’ until at least October 2008, while the new Local Development Documents (LDD) are produced and added to the LDF.
