Changes proposed through the Flood and Coastal Defence Review
The Government's Flood and Coastal Funding Review completed in 2003 has resulted in the following changes to the existing system for river and watercourse flooding:
- A single annual Government blocs grant to be paid to the Environment agency for capital and revenue work.
- Transferring the responsibility for all ordinary watercourses at high risk of flooding (critical ordinary watercourses) from local authorities and internal drainage boards to the Environment Agency. The Environment Agency has the option to contract day-to-day work back to these organisations where they are willing and have a previous good record.
- Streamlining the approval process for flood defence schemes through DEFRA.
