Third Sector Review
Background
Welcome to the third sector review website.
In October 2007, the Council Executive agreed a report on the Local Strategic Partnership Review. As part of this, they decided that there should be a review of the third sector.
The terms of reference for the review were then developed and considered by the Corporate Improvement Committee (CIC) on 11 March 2008. A final report, with recommendations, is scheduled to be produced by December 2008.
The objectives of the review are:
- To establish a definition of the Third Sector and its involvement in the District’s partnership arrangements
- Agree the key functions the district needs of the sector in delivering better outcomes for the people of Bradford, particularly in relation to community development, neighbourhood working, community cohesion, stronger communities & service delivery
- Assess the strengths & weaknesses of the sector in fulfilling the functions and make recommendations for change
- Assess whether an appropriate commissioning framework, resources & structures are in place to support the sector in its function
- Identify & make recommendations for resourcing infrastructure arrangements necessary to support a thriving third sector
- Explore the use of the Bradford Compact as a tool for creating more effective Third Sector arrangements and relationships with public sector bodies.
The third sector in Bradford is defined by the review steering group as comprising of voluntary organisations and community groups (both registered charities and other organisations), social enterprises, faith based groups, mutuals and cooperatives who:
- are independent of national, regional and local government
- are "value-driven" - that is, they pursue economic, social or environmental objectives rather than primarily aiming to make a profit
- reinvest any surpluses in the pursuit of their objectives
