Assistance for Health and Safety Works
Health and Safety Assistance provides financial help (up to £5000 per property) to owners under the age of 60 who are unable to secure a loan for the cost of work to make homes warm, safe and dry, provided that the property has not already received a housing grant for repair in the last 10 years.
People over the age of 60 can access financial assistance through Anchor Staying Put
Who can get assistance?
Homeowners under the age of 60 whose households have:
- A child under 5 years old or
- An elderly person over 60 years old or
- A disabled person* receiving a qualifying benefit or
- A person who suffers from a chronic health condition** (confirmed by a health professional)
and the homeowner has:
- A Council Tax lowest band property or
- Means tested benefits or
- Council Tax benefit and
- Gross income below £20,000 (savings & investments including ownership of other properties will also be taken into account).
NB All clients applying will be financially assessed to identify if they can be helped using the Council’s Home Appreciation Loan Scheme or are eligible to Health and Safety Assistance
What type of work does it cover?
- Defects which make it hazardous e.g. unsafe electrical wiring and gas appliances, unsafe stairs or floors, no hot water or inside toilet and washing facilities or problems with water supply.
- Severe dampness affecting health (excluding cellars)
- No central heating system to main rooms or inadequate home insulation (unless Warm Front can help)
- Outstanding repairs which affect the resident’s health or safety.

** coronary heart disease, cerebrovascular accident, peripheral vascular disease, diabetes – long term, poorly managed (would not include diet controlled) and treated with medication, chronic obstructive pulmonary disease and children with life limiting or chronic diseases and the condition is affecting daily living.
