Joint Area Review

The results of the Joint Area Review (JAR) 2008

The Joint Area Review which took place in January and February 2008 evaluated the extent to which all services within the boundaries of the District improved the well-being of children and young people aged 0 to 19 years. The report from that inspection is now published.

The overall judgements reached for the Joint Area Review are listed below:

Grades:

4 - Outstanding; 3 - Good; 2 - Adequate; 1 - Inadequate

Local Services Overall
Safeguarding 3
Looked after children 3
Learning disabilities and/or disabilities 2
Service management 3
Capacity to improve 3

The focus of the JAR was on the extent to which children and young people of the District are supported to meet the Every Child Matters Outcomes of:

  • Being Healthy
  • Staying Safe
  • Enjoying and Achieving
  • Making a Positive Contribution
  • Achieving Economic Well-Being

The JAR evaluated:

  • the outcomes for children and young people growing up in the area and evaluated how local services work together to contribute to their achievements, progress and well-being
  • whether there is effective protection for those children who are most vulnerable
  • the extent to which the local authority and its partners seek and respond to the views of children and young people, their parents and carers
  • whether the service providers know their strengths and weaknesses

There was also a very specific focus on those children and young people who may be more vulnerable or in need of coordinated services such as:

  • Those who need safeguarding/protecting;
  • Those who are looked after by the Local Authority;
  • Those who have a learning difficulty, disability or complex health need
  • The impact of strategies to address sexual and reproductive health for children and young people
  • The impact of strategies to raise attainment at foundation level and in primary schools

The full JAR report, the full Enhanced Youth Inspection report on the Council’s Youth Service and the full Youth Offending Team report are also listed below. There are also briefings on each report that act as summaries of the full documents.
