Constitution and Standing Orders

The Council has a Constitution which brings together various documents setting out the rules and procedures governing the management and conduct of the Council's affairs. It includes the Standing Orders which set out the rules that are used to govern meetings of the Council, Committees and Panels.

The Council, at its Annual Meeting held in May, adopts the Constitution for the following year.

The whole process of delegation of powers is contained within the Constitution. It also sets out in detail the duties and responsibilities of the Committees and Panels. The Standing Orders also specify a whole range of other points which dictate the way in which business is conducted, such as the appointment of Committee and Panel Chairs, the membership of bodies, how meetings are convened etc.
