Procurement Plans, Policies and Practices

Purchasing Plan/Procurement Plan

Effective procurement is crucial for achieving the District's 2020 Vision and in particular to secure Best Value public services. It can also help the Council meet its wider objectives of supporting businesses, helping the regeneration of the local economy, reducing administrative costs and minimizing the Council's overall impact on the environment. The Council aims to continually improve procurement processes and work with the supply base to minimise the costs of buying for the Council and ensure that contracts provide value for money and the Council and deliver a fair deal for suppliers.
The Corporate Procurement Unit has the following main responsibilities:

  • Tendering and managing of corporate contracts and high value complex contracts
  • Providing procurement support to in-house departments
  • Working with other local councils to develop regional and national contracts
  • Supporting SMEs
  • Publication of notices required under EU Procurement Regulations
  • Ensuring that all national and European legislation are met

SME concordat

Bradford Council is committed to delivering the National Strategy for Local Government Procurement. The strategy asks local authorities to adopt a Small and Medium sized enterprise (SME) friendly procurement concordat and to encourage a mixed range of suppliers in order to help develop and stimulate a varied and competitive marketplace. The concordat sets out the actions that local authorities will take to make their contracts more accessible to SMEs.

Bradford Council recognises the important contribution that small businesses can make to the delivery of public services and the vital role these businesses play in the national and local economy.
