Local Development and Employment Pacts in Bradford

There are ten Local Development and Employment Pacts (LDEPs) in Bradford, which have been established to enable local communities to manage European Objective 2 Priority 3 Funding in the period 2001-2008. Funding has been allocated to the Pacts for the first phase, which will run from 2001-2003. Phase II began January 2004-December 2006.

Activities that can be funded by the pacts:
Measure 1: Re-coupling communities to economic growth – starting out
Assistance will be available for operations that develop community capacity, including:
- start-up support
- community planning, auditing, target setting, and self-evaluation
- community-based and led research and feasibility projects
- community animateurs and development workers
- actions which use creativity and creative skills to unlock potential and to generate income
- resident participation pacts
- easy-access “key fund” type grant schemes, including very small grants for groups just starting out to purchase, hire or lease equipment
Assistance will also be available for operations which grow out of initial capacity building, including
- actions which dismantle barriers to re-engagement such as improved connection between residents and training and volunteering opportunities
- actions which improve access to training and job chances
- community liaison to identify barriers preventing the efficient and effective use of public and community transport for the purposes of re-engagement
- actions which improve the image, promotion and perception of an area such as community safety, healthy living and crime prevention schemes
- environmental and conservation programmes where these lead to re-engagement
- building design and estate management strategies, particularly where these focus on tackling gender and disability related issues of mobility, access and security
- projects and facilities which advance the National Childcare Strategy, and provide opportunities to reconcile family life and work
- actions which open up the Information Society for excluded groups
- actions which help networking, best practice exchange, and communication between groups
- support for the development and staffing of new models of community management such as Development Trusts
- community resource and advice facilities
- capital support for community enterprises
Measure 2: Re-coupling communities to economic growth – moving forward
- Support for mentoring of Measure 1 communities
- integrated approaches to tackling those barriers to employability which arise from health inequalities where these can exploit the potential for jobs in the (non-primary) health care sector
- supply chain and sourcing actions and support
- support for innovative partnerships with job creation opportunities in other parts of the programme and especially with Priority 4 developers
- market research into demand for new goods and services
- demonstration models and pilots trialling new goods and services
- post-pilot roll out programmes for implementing these goods and services
- feasibility studies and research and consultancy grants
- community-owned and led solutions to the drift of local services
- conversion of small scale sites and premises, for use either by SMEs or social economy organisations
- exploiting the wealth and job creation potential of the Information Society
- exploiting the wealth and job creation potential of environmental actions and businesses
- exploiting the wealth and job creation potential of creative industries and businesses, and those in the fields of sport and leisure
- exploiting new job slots available in improved community transport access and information
- actions to support the targeted local delivery of initiatives to enable residents to make full use of the existing network of public transport
- innovative grant assistance interventions such as LETS; credit unions, venture capital and micro-credit finance for social economy actions
- local prospectuses and tools marketing the local services available
- support for the creation of community and locally based organisations
