Congestion occurs at peak periods on all road approaches to Shipley Town Centre and Saltaire. The queuing traffic impacts on the quality of place and is a limiting factor for the regeneration of the whole Airedale corridor. In Shipley Town Centre it forms a barrier between the rail station, employment, housing, shops, leisure facilities and the Leeds-Liverpool canal. In Saltaire it has a significant negative impact on the environment of the World Heritage Site.

Stage 1 of Connecting Airedale is a multi-modal package of improvements aimed at addressing current transport problems. It includes: bus priority improvements on the A650; improvements to Shipley rail station and other stations on the local network at Baildon, Saltaire and Frizinghall; and upgrades to existing pedestrian and cycle access routes into Shipley rail station to complement the improvements being made through the Airedale Greenway project.

Highway measures include improvements to key road junctions in Shipley, not necessarily to speed up traffic, but to manage better the traffic to reduce congestion and queuing and improve safety through the town centre and the Saltaire World Heritage Site. Improvements are planned at Saltaire Roundabout, Fox Corner, The Branch (Otley Road/Bradford Road), and Otley Road/Valley Road junctions.
