In conjunction with the mandatory introduction of the national Standard Application Form (1APP) on 6 April 2008, the government has announced that it proposes to introduce new information requirements for the validation of planning applications.
Under the new requirements there will be a list of mandatory requirements and the ability for Local Planning Authorities to publish their own list of local requirements drawn from a list provided by the government. Different types of application and scale of applications will require different levels of information and supporting documentation to be submitted.
The aim of the national and local lists is to identify the type and extent of information required in order for an application to be valid on submission. This will provide applicants/agents with greater certainty of the type of information required at the outset and help to ensure that the information requested is proportionate to the type and scale of application being made. It will also enable the Council to have all the necessary information to determine the application and minimise the need for the submission of additional information prior to determination thus reducing delays in the processing of the application. Finally it will seek to ensure a consistent approach to validation.
The government recommends that each Council consults on its local list prior to adoption. On 19th December 2007 the Council’s Regulatory & Appeals Committee resolved that the draft Bradford local list of requirements be approved for the purposes of consultation with stakeholders prior to formal adoption.
The consultation period ran from 3rd January 2008 until 15 February 2008.

On 2nd April 2008, the Council’s Regulatory & Appeals Committee will be requested to formally adopt the revised post consultation list as local requirements for the validation of planning applications. These local validation requirements will apply to all planning applications submitted on or after 7th April 2008.
The adopted local list will be published on this website and made available through the planning portal in addition to paper copies being made available in planning receptions/Keighley One Stop Shop.
From 6th April 2008, if an applicant/agent does not submit an application in accordance with the statutory and the locally adopted requirements the application will be declared invalid.
