Introduction to Local Development Frameworks (LDF)

In September 2004, the Planning and Compulsory Purchase Act reformed the English planning system. From this date, the replacement Unitary Development Plans (rUDP) and all Supplementary Planning Guidance (SPGs) will be replaced by a range of documents that will form the Bradford District Local Development Framework (LDF).

The LDF will be made up of different types of planning documents known as Local Development Documents (LDDs), these include:

  • Development Plan Documents (DPDs) - including the Core Strategy; and
  • Supplementary Planning Documents (SPDs)

These documents will set out the guidelines for spatial development in the Bradford District until 2026. The LDF must also seek to implement the spatial aspects of the Big Plan, Bradford’s Community Strategy.

Local Development Framework

Local Development Scheme

The timetable for producing the documents is set out in the Local Development Scheme (LDS), which sets out the details for producing, monitoring and reviewing all Local Development Documents within the LDF.

Annual Monitoring Report

The Council will produce an Annual Monitoring Report (AMR)each year to monitor the progress made on preparing the all the LDDs within the LDF. This will be published each December.

Statement of Community Involvement

The Statement of Community Involvement (SCI) sets out how the Council will involve the local community and stakeholders in the preparation and review of its Local Development Documents.

All of the documents mentioned in the diagram above must take into account a number of important and overarching issues. These include the environment, sustainability, equality and the needs and aspirations of the local community.

Sustainability Appraisal

An integral part of preparing the Local Development Framework is the Sustainability Appraisal (SA) process. The aim of this process is to assess the overall environmental, economic and social impact of the objectives and policies of the plans produced. The Sustainability Appraisal should ensure that the Core Strategy DPD, and in time other parts of the Local Development Framework, contribute towards achieving sustainable development within the Bradford District.

Examination and Monitoring

The SCI and all DPDs will be examined by independent planning inspectors from the Government. Everyone will have an opportunity to comment on the draft documents.

The Adopted Bradford Replacement Unitary Development Plan and Transition to the Local Development Framework for Bradford

The Bradford Replacement Unitary Development Plan (RUDP) was adopted in October 2005. The policies and proposals within the rUDP have been ‘saved’ while the new Local Development Documents (LDD’s) are produced and added to the LDF.

The RUDP is the statutory plan for Development Management purposes within the Bradford District. All planning applications will be determined in line with this development plan.
