Commissioning Improvement Programme – Targeted Support Fund

In February 2009, the Office of the Third Sector (now Office for Civil Society) launched an action plan to help charities, volunteers and social enterprises deliver extra help to those that need it most during the economic downturn.

As part of that package of help, £0.5m was set aside to develop stronger commissioner engagement with small and medium providers in the voluntary and community sector. Local Government Improvement & Development (LGID) in partnership with Institute for Voluntary Action Research (IVAR) were asked to deliver this programme as a distinctive and additional element of the second phase of the National Programme for Third Sector Commissioning.

Bradford District was selected as one of twelve programmes within the 50 identified Targeted Support Fund areas and received £25,000 which was used to develop the agreed priority areas. Our project was led by Shipley & Bingley Voluntary Services and supported by Bradford CVS and KIVCA.

The project looked at analysing the different monitoring and evaluation processes currently being used across the District with a view to agreeing a consistent approach across the PCT and Local Authority, developing a common unified monitoring and evaluation process based on outcomes and creating a shared tender qualification information, procedures and eligibility criteria

The Executive Summary includes headline recommendations and is now available at the link below. It was also presented at the national conference in Sheffield on 3rd March. The full report will be available shortly and will be supported by an Implementation Plan.
